ABSTRACT:

An overview of NJDEP Stormwater Management (SWM) practices will be presented as well as soil testing criteria as it relates to implementation of Best Management Practices (BMPs). BMPs such as detention facilities are effective structures to avoid or reduce flooding if designed properly. The NJDEP SWM Rules provide guidance and tools for design of BMPs and flood control practices. Design of BMPs requires collection of design information and existing site data to ensure a proper design and to minimize future maintenance. Obtaining groundwater and geotechnical data in a timely and cost-effective manner remains a challenge is some situations to obtain permits and maintain construction schedule.

BIO:

Mr. Decker has over 30 years of experience in the water resource field and serves as the Director of the Water Resource Department at Jacobs Engineering Group, the North American Building and Infrastructure Division in Morristown, New Jersey. Mr. Decker is experienced in stormwater management, floodplain management, roadway drainage design, NJDEP Land Use/Flood Hazard Area Permits, and soil erosion and sediment control. He has been involved in numerous projects relating to flood resiliency, stormwater management, drainage inventory, water quality control, and flood control.

Mr. Decker has worked on numerous projects where green infrastructure techniques have been used for infrastructure projects. Mr. Decker also serves on the Editorial Advisory Board of Stormwater, The Journal for Surface Water Quality Professionals.
